Maybe both, being someone’s biological mother, and being their mother FIGURE are two different things, you can be related by blood all you want, but if you don’t ACT like it, then you are not their mother in an emotional sense

Well I assume there was a reason Flint was originally left to take care of Ember, Cole, and Bernin. Other then the fact Flint is their father. Lupa did try to push Flint to be a better father, but it seem not to work. So what is Lupa’s relation to Sela? Best friends? Siblings? Well she is busy watching the borders so she couldn’t really be around all the time. In addition they are Flint’s sons and daughter so there probably would’ve been some demon politics involved if Lupa tried to take them away.
Also what is this deal Lupa is mentioning? Was this something Ember’s mother made to try and shield them all? If this deal fell through does that mean what ever “payment” was made for that deal must be returned? Unless of course the Voice was never planning on holding up it’s end of the bargain in the first place.
Ember already has a taste for blood after she bit her own ear while fighting off Flint. Lupa’s public threat to eat Risaac is only reminding her. They had better be careful not to fall victim to her cannibalism.
